Generates a cache key prefixed with a network identifier.
Useful for multi-network SDK setups where the same URI may live under different networks; the network prefix prevents cross-network reads from leaking through the shared cache.
Parameters
network

The network identifier (e.g. network name or ID).
action
The RequestAction being performed.
uri
string
The request URI.
Returns
string
The composed network-prefixed cache key.
