Issues a one-shot GET /capabilities to discover what the server supports.
Falls back to BASELINE_CAPABILITIES on any failure (network
error, 4xx/5xx, missing/empty transports, abort), so callers always
get a usable result and can opportunistically upgrade when the server
implements the endpoint.

Returns
Promise<ServerCapabilities>
The parsed server capabilities, or BASELINE_CAPABILITIES on failure.
