Build a tree of BlobNodes from a flat blob list.
Blobs whose parent_id is missing from the input are promoted to the root
(instead of being dropped) so partial result sets still render usefully.
Parameters

Flat list of blobs.
Returns
BlobNode[]
The list of root nodes; each has its descendants attached via children.
