Per-call hint from the service layer. The coordinator reads these to narrow transport selection for a specific call.

needsStreaming: subscription/event call — require streaming: true needsBinaryUpload: file or chunk call — require binaryUpload: true prefer: caller-supplied preference (overrides costHint)
